Why would a planet with enough resource send their refugees to another planet have any in the first place?

The technological hub of the known universe Aerithor, offers citizenship to only the most worthy of intellectual candidates. Ether is one such induvial, initially recruited to look after the biotechnic organics division, they're appalled at low living standards set up for their test subject.  It was an Earthing species conscious but, not quite alive its current state. Ether doesn't have enough sway in his division change things on a major scale but, works on returning some quality of life to the creature with whatever power they do possess. It's futile. 

After months of deliberation they begins to alter his reports, minor miscalculations and slight slips of the hand. By the time anyone takes, it's already too late. The test subject passes. Ether is detained for "Destruction in Company Property" and sent to shipyard to be taken off planet. 

Another candidate takes their place before they leave the port.
